Later entitled the Executive Committee, later still the Holding Committee and the Victoria Settlement Council (whose functions were taken over by the Victoria Settlement Advisory Council, which was responsible to the Executive Committee).

The 1st Report of the Settlement published the regulations drawn up by the Committee; these Regulations state that the General Committee was to meet four times a year and imply that this Committee was the supreme governing body - apart from the Trustees - of the Settlement from its commencement. This Committee was entitled the Settlement Executive Committee from the Minutes of the meeting of 3 June 1929 onwards though it would appear from the Reports to have been so called for one or two years previously. The Executive Committee was replaced by the Holding Committee in 1947: this latter Committee remained in being until in 1970-71 it was transformed into "the Council."

The Settlement Council was established in 1921 and would appear to have been a representative body receiving reports on the activities of the Settlement and making recommendations. The Council was transformed in 1932 into the Advisory Council, a representative body responsible to the Executive Committee. It would appear the Council ceased to function in 1940.
