Biographical/Administrative Information:

David Owen, in a foreword to the SDP Policy Handbook, describes the policy-making system of the SDP as a process shared "between the Policy Committee. . . and the Council for Social Democracy! adding that !all SDP members can participate in policy-making by commenting on SDP policy proposals". (Owen, David SDP Policy Handbook 1985). A working group of the Policy Committee would draft policy proposals on a specific issue which would be published as a green paper for consultation, following which process of consultation a white paper would be produced, defined in the handbook as final policy proposals for amendment and approval by the CSD. Both green and white papers were distributed to area parties, who were able to offer amendments. The last stage in this process would be the production of a policy document - official SDP policy, following approval by the CSD (SDP Policy Handbook 1985). The policy handbook contained a set of summaries of the party's policy papers.
