The Discipline Committee submitted a Report to the Senate in May 1962 on "The Future Administration of the Students' Union" (Report Book Vol. 43 p.399). The recommendations contained in this Report were embodied in resolutions of the Senate on 23 May 1962 (Minute 7) and the Council on 29 May 1962 (Minute 27). These recommendations included one that a new clause be added to Ordinance 23 to the effect that "Regulations governing the affairs of the Guild shall be made by the Council of the University on the recommendation of the Senate". A Joint Ad Hoc Committee of the Senate and the Guild Council was therefore established to examine the Regulations and to submit revised Regulations to the Senate.
