The Polish Question discusses whether the Poles will have appropriate represenation on the government or will end up as puppets to a Russian Government and the future of the free election in the state.The second issue of the Voting Procedure is concerned with the problem of any of the five great powers represented on the Security Council being able to veto coersive action against agression, even if they are the aggressor.
