The Council at its meeting on 22 June 1920 appointed a Standing Committee of the Council to consider the provision of and to control Hostels for University students of all faculties. Already the Council at its meeting on 24 June 1919 (Minute 15), having received the Training College Board's Minutes of 6 June, had appointed a Committee to consider the provision of Hostel accommodation for students next session [1919-20].

At its meeting on 12 June 1922 the Council's Regulations and Recognition Committee, inter alia recommended that the Hostels Committee should have full control of the Hostels buildings, subject to confirmation by the Council and, when finance was involved, by the Finance Committee. It was also given power to make recommendations dealing with repairs, etc., the Fabric Committee being responsible for external fabric, roofs, drains and sewers.

At its meeting on 3 Feb. 1942 the Council agreed that the Hostels Committee be dissolved and replaced by a Joint Standing Committee of the Council and the Senate to be known as "The Halls of Residence Joint Committee", to have change, under the Council, of all matters affecting the control and administration of the Halls; the first meeting of the Joint Committee was held on 1 May 1942.

At its meeting of 11 July 1950 the Council laid down new terms of reference which, inter alia, repeated that the Committee was to have charge of all matters affecting the control and administration of the Halls, that it could make recommendations (subject to the Finance Committee's confirmation) to the Council dealing with internal decorations and repairs notifying the Fabric Committee of the proposed works, and that the Fabric Committee should bear the onus of maintenance of main walls and timbers, roofs, etc.

At its meeting on 9 June 1971 the Chairman informed the Halls of Residence Joint Committee that the Council and the Senate had agreed that from the beginning of the Session 1971-72 the Halls of Residence Joint Committee would be replaced by a University Residences Joint Committee which would have responsibility not only for the Halls of Residence but also for Postgraduate House, for the Leahurst Hostel, and for any other accommodation which the University might in the future own or lease for use by students as residences. The first meeting of the reconstituted committee was held on 26 Oct. 1971.
